I’s very good, I’m Italian and I don’t speak a good English but I understood it very well.
UND-06 has helped me a lot to understand the better way to write a mail on business. But I’m still confuse on how I can make a email formal/informal and decisive/tentative. I wonder if you can help me to explaint more about modal verbs/words in order to understand how I can be more or less polite and change the tone on a email.

Is it right to address to “department heads” or would it be better or also possible to write “heads of department”?

If you’re referring to the salutation (greeting), I would use “Department Heads”.
